I would like to slow down the opening of the TASK BAR when my mouse moves
over it. IT IS TOO fast for me.

I know about, MenuShowDelay, it works on MENUS but has nothing to do with
the time delay for the TASK BAR.

Any help?

Not sure what you mean by "opening" the taskbar? Can you be a bit more
specific?
