I can't remove or add programs in my computer , I can't access the control

I have , this operation has been cancelled due to restrictions in effect on
this computer, what can I do to access to my control panel ,I have Windows XP

This is a common symptom of malware - it will do what it has to do to
keep you from accessing the tools to find or remove it. Control Panel
is one of the most common, you probably have other things that don't
work.

First, I would recommend:

Download, install, update and do a full scan with these three malware
detection programs:

Malwarebytes (MBAM): http://malwarebytes.org/
SuperAntiSpyWare: (SAS): http://www.superantispyware.com/
AVG (AVG): http://free.avg.com/

Please report your findings.
