You can control what users can do in XP Pro by using the Group Policy
Editor.
Start>Run>gpedit.msc [enter]
Questions about using the Group Policy Editor should be asked here:

The Group Policy Editor is not available in XP Home. You can use MVP
Doug Knox's Security Console or the MS Shared Computer Toolkit. The
Toolkit can also be used in XP Pro and may be easier for a newbie than
using Group Policies.
