control panel ressets desktop

When I select control panel the desktop icons and start toolbar disappear
then slowly reappear.As a result I am unable to access the control panel. I
tried accessing thru "MY Computer", "Start/settings", and using "run/control"
options. This is a real pain in the neck. I checked the event log and found
that the shell closed and reset.

Check the event log to get more details about the crash that had occurred.

I checked the event log and all it said was the shell closed unexpectedly and
reopened. The link to MS says no further action is required but I still need
to access the control panel.
