Control Panel Not Responding

I've got Win XP Pro running on an IBM T41 notebook.
512MB RAM. I've got every XP update (optional and
critical) installed. I'm operating in Administrator mode.

Ever since I got the PC whenever I try to use Control
Panel I get the first window open fine. Then if I select
the Printers & Other H/W, Faxes, Performance &
Maintenance it opens the next window but then Control
Panel stops responding. I can get into the Add and
Remove programs Window and the Date and Time etc. I
tried a complete reformat and reinstall, thinking I'd
somehow damaged my install - no change.

Any ideas on whether it's operator error, there is a fix,
or if I should go buy an OS that works?

The question is serious - as I'm really annoyed by this
problem and how it's stopping me from configuring my
machine.
