control panel icons deactivated

Dear comrades,
I did have I virus attack (raila odinga.exe) which I did manage to clean it
using regcleaner. However, i'm surprised that after successful reboot of my
windows Xp sp3, I am unable to launch microsoft office applications and all
my control panel icons have been deactivated. In addition I can not launch
cmd.exe.
kindly help out because i am in a fix.

Did you scan the PC with a quality antivirus/antimalware app? Regcleaner is
NOT going to remove viri/malware infections, not a good idea to use any
registry cleaner if you can't confirm that what it's going to delete isn't
needed.
