Control Panel Freeze

I recently had to reformat my hard drive and reinstall Windows XP after a
BSOD crash. I have installed SP3 and all recent updates. I now find that the
first time I click on Control Panel after startup, it tries to load and then
freezes. Pressing CTRL-ALT DEL and terminating Control Panel solves the
proble. The second and subsequent times that Control Panel is started, there
are no problems.

The automatic report sent to Microsoft quotes file names that do not exist.
kb843551 refers to a Hotfix which appears to do nothing (the installation
instructions are so abysmally drafted that I am not sure whether I have
installed it anyway).

Does anyone know a solution to this irritating problem that works ? or is it
yet another gremlin that we will all have to live with until the Seattle
geeks decide to do something about it.

That problem could be anything... memory issues, hard disk issues, etc....
You have not given enough information.

Seeing that the OP has already made up his mind that it's the geeks sitting
on their fat bums in Seattle who are responsible for his problem, there is
probably little point in explaining to him the finer points of
trouble-shooting and how to apply a process of step-by-step elimination of
possible causes.
