Most of my admin tools are either missing or not functioning, is there a way
to recover them, unfortuntetly I haven't had success with system restore
points getting them back?

Make sure your machine is clean form malware and viruses, please also
include more info about your Windows System version, anti-virus/anti-malware
you are using and any error message you get (the exact wording please).
