Control Panel Add/Remove shuts down pc

When I click on Control Panel, Add/Remove Programs, the pc shuts down and
reboots through the Repair Disk sequence. I've worked on this for a week and
am getting nowhere. Windows 2000, Service Pack 4. I've mistakenly
downloaded Java Updates 3.0, 5.0, and 8.0 and have attempted to uninstall
them in SafeMode, but cannot. I think this is the problem, but am not sure.
Anyone have any ideas?
