Control Panel access denied messages

We recently re-installed Windows 98 on my laptop. Now,
when I open the Control Panel, I get the following message
to every entry I try to open:
Access to the specified device path, or file is denied.

I log on without a password and am supposed to have admin
privs.....This was working before I had the software
reinstalled.
