Contolling text size

I designed by site in Frontpage 2003 using layers. When viewed with a medium
font or smaller it looks fine in the browser. BUT if someone chooses Largest
text from the browser menu to view the site, the text (particularly the
headers) wraps and overlays other objects. How can I design the text to grow
yet remain in the same space or adjust overall to the new size? I know I can
control the header by making it all one jpg but I still have to overlay
buttons and they skew too.
I have tested other sites and some work well and some like mind do not.
Suggestions?

You would have to study CSS to learn how to confine yet position your text
content in things other than layers. Tables work OK for this until you can
learn how to do your page without using them.

Using layers as a method of placing text on your page is definitely not
optimal.
