I just purchased a used computer and keep getting the following message
whenever I turn it on. I am not very knowledgable about computers and am
hoping you can assist me in explaining this message and telling me how to
clear it up.

You could have stopped here, "I just purchased a used computer"...

Most people will respond, quite accurately in my opinion, that any computer
you purchase/are given that someone else setup/utilized as their own, you
should wipe/format/install cleanly on your own.

Seem drastic? Shouldn't. That is the only way you can be sure:
- You know what is on there.
- You know you got working media to do that if needed (you should have
gotten media, if you did not, you bought hardware that happened to have
something installed on it or you need to find out how to restore that
computer to it's original "as shipped" state.)
- You learn more about your computer.
- You end up with only the stuff you need on it - slimming down the
install, making it run better.

So - the short answer: Format and clean install the system.

If I acquired a used computer, no matter who previously owned it, the
first thing I would do with it would be to reinstall the operating
system cleanly. You have no idea how the computer has been maintained,
what has been installed incorrectly, what is missing, what viruses and
spyware there may be, etc. I wouldn't want to live with somebody
else's mistakes and problems, possibility of kiddy porn, etc., and I
wouldn't recommend that anyone else do either.

The message you are getting could just be the tip of the iceberg.

Format the HDD & do a clean install of Windows. Please note that a Repair
Install (AKA in-place upgrade) will NOT fix this!

After the clean install, you'll have the equivalent of a "new computer" so
take care of everything on the following page before otherwise connecting
the machine to the internet or a network and before using a USB key that
isn't brand-new or hasn't been freshly formatted:
