my computer is stuck in a loop at start up and will still
restart even in safe mode, I was wondering if there was a
thing to do, If not is their a way to get my settings andx
all my software from the HD and into another.

dude i had this problem as well and there is no easy way
to say this you are gonna have to reformat and wipe your
hard drive and reinstall everything! thats what i had 2
do i recommend partitoning the drive into at least 2
sections or more and formatting it NTFS NOT FAT32 and DO
NOT USE QUICK FORMAT IT JUST CAUSES PROBLEMS!
