continually prompted for a user name and password

I have two computers both with FrontPage 2002. On one
computer (WindowsXP home) I can Publish using FrontPage
and Open my on-line site in FrontPage. On the other I can
do niether. I am continually prompted for a user name and
password. I have same problem on this machine using
FrontPage 2000.

When I redo the promp 3 ctimes or I click Cancel in the
Password dialog box, the Wecerr.txt file will contain an
error message similar to the following:
01/01/2001 12:00:00
You are not authorized to perform the current operation.

Microsoft addresses this problem in their 291373 (but
doesn't allude to more than one location)which I have
passed on to my site host. They have no problem publishing
using FrontPage at their end.

I have gone so far as to reformating my hard drive twice
and reinstalling programs to no avail. The problem machine
is using Windows 98 now but also had same problem with
Windows ME. I am now using Internet Explorer 6.X but
problem existed with earlier version. I have no problem
getting into site or uploading with FTP. I am about to
take machine outback and shoot it. Can anyone help?

What is different about the 2 PCs
- network settings & proxies (if any)
- any firewalls or programs like NIS running

No difference other than OS and speed of machines.

program or firewall.
