Context menu for .REG files: 'Edit' runs them instead of opening!

Anyone know why this is? It started happening

Believe started happening after a windows update. In Windows Explorer,
doing right-click, 'Edit' gives me "are you sure you want to run this
software"?

Open Folder Options, click the "File Types" tab, scroll down to REG and
highlight, click "Advanced" button, click Edit, click "Edit" button, and
you should have these entries:

Action: Edit
Application used to perform: C:\WINDOWS\system32\NOTEPAD.EXE %1
.. Use DDE
Application: NOTEPAD
Topic: System

The panes I left out are blank.

That's exactly what I have and it still does it!

When you click "Yes", what software opens?
