Well you have to enable dragging and dropping in your start menu then.
Right click on your task bar at the bottom of your screen (where
minimized programs show they are running). Choose properties and go to
'start menu' tab at the top. From there click on 'customize' and check
the box that says 'enable dragging and dropping'. You should be able
to right-click in your start menu then.
