Context Menu Handlers

When I click on start>programs and right click on any program to send a
shortcut to my desktop nothing happens.Usually a small window would open
showing: open, run as..,Scan with anti virus,and near the bottom send to.I
have no problem with right clicking on a program icon on my desktop the
window opens normally,it only happens when I go to my programs and try to
send a short cut to my desktop.
Please help.

Just right-click (hold down the right mouse button) and drag it to
your desktop from the start menu (ensure all programs are minimized so
you can see the start menu and your desktop at the same time). After
releasing your right-click over the blank desktop choose 'copy here'.
After all, everything in the start menu is already a shortcut. No need
to make shortcuts to shortcuts in case you clean up your start menu.

I have tried this but nothing happened.This is just my point,nothing happens
when I right click on a program in my program list,it works everywhere
else.If I right click on an icon on my desktop the window open normally.

Well you have to enable dragging and dropping in your start menu then.
Right click on your task bar at the bottom of your screen (where
minimized programs show they are running). Choose properties and go to
'start menu' tab at the top. From there click on 'customize' and check
the box that says 'enable dragging and dropping'. You should be able
to right-click in your start menu then.

I did as you suggested but there is nothing that reads "Enable dragging and
dropping."
Should this be in the start menu?
