Content rating using GPO

Hi,
I am using Terminal Services and I have 2 OU's in my AD.
The users in the first OU should be able to browse some
specific web sites, the users in the second OU are allowed
to browse all web sites.

These rules are applied using GPO in:
User Configuration - Windows Settings-Internet Explorer
Maintenance- Security - Security Zones and Content Ratings

My Problem is:
If one user of the first OU logged on to a server, the
content rating is applied to all users from both OU's when
they are logged on to the same sever. It's like the
content rating is applied on the machine configuration.

I would appreciate all your help
