Contacts subgroups

I have an addresslist 'Contacts' with subfolders (groups) which I can
rearrange and edit to my liking. This list appears at the top blue bar of my
Windows Mail.

When I compose a new message the 'To' list, left of the address-line, is a
different one then my 'contacts' - list and does not show subfolders, and
cannot be edited!
Now I cannot send messages to a complete group in one stroke, but have to
enter them manually and individually: a bother.
Is there a solution?
Am I doing something wrong?
