Movining to a new PC, I imported my Outlook 2003 Contacts from one to
the other as an Excel file. They show up in Contacts but not in
Address Book. When I email, they aren't there under the TO.
I am stumped. Help is appreciated.

Right click on Contacts, Properties, Outlook Address Book, select Show this
folder as Address book.

Perhaps, but not likely.
Exporting Outlook data to a different format only to import it back into
Outlook makes absolutely no sense and is pretty much a guarantee that you've
mangled your data to the point that no electronic addresses are resolved and
thus cannot possibly appear in your address book view.
Go back and use one of the supported methods to transfer your Outlook data.
They are posted here several times a day.
