The position of address lists in the "Show Names From" dropdown is controlled by the order in which lists were added. Also, all the lists derived from the GAL are adjacent. So, I presume what you want is for the contacts to appear above the GAL? If so, the only way to do that is to have the GAL added after the contacts. That would mean adding a .pst file to your mail profile, making it the default store, removing the Exchange account, then adding the Exchange account back in and making it the default store again. I haven't tried that procedure in recent versions, but it worked in older ones.
