Contacts completed by name in "To"

Where is the check box or toggle that automatically complete addresses when
composing by using first or last name instead of e-mail addresses?
Or does that option exist in the new windows mail in Vista?

That feature known as auto-complete does not work well in
Windows Mail. It generally remembers only names and addresses
you've recently sent to.
If this feature is important to you, you'll be glad to now it works
very well in Windows Live mail:

If you click on Tools / Options and then the "Send" tab, the 4th option down
is to auto complete email addresses when typing - this should do the trick.
