Constantly resizing folder partitions?

I find that Windows uses the strangest sizes for columns. Something like file type is
huge.......something like title or description is small. Who designs this stuff? Is there anything I
can do to make it remember once I have resized them so they are legible and meaningful? Or to
intelligently size them automatically? Computer management, System Tools is a perfect example.
