constant request for activation

neighbor has winxp on his laptop, starting about a month ago, evertime he
shuts down, and restarts, it requires a phone call to activate. That is
successful, however next shut down, same thing. He has been stand-by 'ing
as much as possible. Any reasons that may cause this. TIA

next time he calls MS tell him to ask and no I never heard of anything like
that.
unless he has a bootleg copy of xp and if he did MS would not give him a new
cd key for activation

His came with the computer, OEM, and yes he has asked them. Since they are
activation folks, they are not able to help him. He has googled and such
and has not come up with something that might solve his problem.

Have your neighbor try this fix from MVP Rick Rogers:

Click start/run, type "regsvr32 regwizc.dll" (without the quotes) and
click "ok". Then do the same for "regsvr32 licdll.dll". You should get
a successful message for both and it should resolve the error message.
If not, then try these steps:

Start the computer in Safe mode by hitting F8 at startup. Click
start/run, type regedit and click ok. Expand the branches in the left
pane by clicking the plus (+) signs to reach these keys:

HKEY_USERS\.DEFAULT\Software\Microsoft\Cryptography\Providers
HKEY_USERS\S-1-5-20\Software\Microsoft\Cryptography\Providers

Click on the folder representing each key and delete them one at a time.
You may want to create a backup before doing so by clicking file/export
and saving a copy to the desktop. If there is a problem after deleting,
you can put the key back by double-clicking it. If there is no problem,
you can delete the key later. When finished, restart the system
normally after closing the registry editor.

If that doesn't work, he should call the laptop's tech support people.
Activation problems are a known issue on Dell Inspiron 8100's for
instance. The laptop tech support people will know if your neighbor's
model machine has a similar problem.
