Disconnect all hardware except keyboard, mouse and monitor and try
booting again.
You need to disable automatic restart on system failure. This should
help by
allowing time to write down the STOP code properly. Right click on
the My Computer icon on the Desktop and select Properties, Advanced,
Start-Up and Recovery, System Failure and uncheck box before
Automatically Restart.
A description of the Safe Mode Boot options in Windows XP

The system may not boot but it might generate the Stop Error message so
that you can get a clue as to the nature of the problem.

Hope this helps.
