Constant crashing of Explorer/Irfanview/Publisher etc etc on Vista Runtime 216

Explorer keeps closing - not responding.
Irfanview crashes where it never crashed before.
Publisher just closes without warning first time, then only occasionally
thereafter.
I've twice reinstalled Vista with no difference.
Runtime 216 with a host of numbers seems to be constantly the cause.
Anyone have a clue ?
