Console input from keyboard is terribly SLOW

Hi,

When I work in a console window (Run: cmd), the keyboard input is
sluggish, far slower then what I have in normal graphical windows.
This is especially noticed when you press and hold the key e.g. the
arrow key. In console it is about 3-4 symbols in a second, whereas in
other windows it's no less then 20 (the shortest delay, the fastest
repeat).

The problem also spreads out to other console programs, like FAR
Manager. It becomes hardly usable at all, you cannot move the
highlight of files comfortable enough.

Can anyone suggest possible solution?
