"Consent UI for administrative ..."

Does anybody know how to fix the error message "consent UI for administrative
applications stopped working...."I installed Vista and ran all updates,
Installed Norton av/sec and updates. Now I
can’t run any apps, MS commands, REGEDIT.. and can’t even disable UAC. Any
help would be
greatly appreciated. My logon is admin equivalent.
