The connections are not opened

My O.S. is Windows XP SP2. I use dial up modem for connecting to Internet.
Recently, somethings on my computer do not work good. The most important
problem is opening any of my connections. Also, I can not make a new
connection because of after clicking Finish in the final step of connection
wizard, this error message appears:
"Network Configuration
Unable to creat specified connection. This can be caused by insufficient
memory or enough disk space."
(except of too slowly wizard opening)
But I use Windows Me on the same computer now; and over 2 GB of the Windows
XP space is free.
Please help me.
