Connection timed out when connecting to ip address

I am using ws_ftp and am trying to connect to several ip
addresses but every time it never connects .I have no
problem connecting to hostnames like ftp.microsoft.com its
just ip addresses .I have the user and password and port
correct .I am using a HCF 56k modem .any help?
