cONNECTION TIMED OUT 100060

On machineA, userA can not open internet and gets
connection timed out with 10060.
UserA goes to machineB, userA can open internet.
Userb goes to machineA, and userB can nopne internet.

What could be the problem

Proxy server and or IE settings are user specific else better to ask in an
IE group.

user logs on again , he was fine.
