Nothing unless you want the second PC to have a static IP also. In that
case you would simply assign a (different) static IP in the same subnet.
You can have computers and other devices on the same network where some
are using static IPs (as you always want to do in the case of servers,
network printers, computers that are going to be accessed remotely with
port-forwarding set up) and other computers are using dynamic IPs
(assigned from a DHCP server - usually a router in a home/small office
situation without a real server).
