Connection/publishing problem

I have a problem connecting to a web server when I need to publish content to
it using FrontPage. I choose "Open Web" from the File menu, type in the URL
and, after several minutes of waiting, the connection fails.
However, when I connect to a staging server first and then select "Publish",
choosing the server I need, it works fine.
The server I am trying to connect to is behind a Cisco Content Switch. The
difference in request methods was OPTION (the attempts that failed) or GET
(successful connections to and from the staging server).
