Internet Explorer and Outlook Express share the Work Offline setting. Set
it one program and it applies to the other as well. If Outlook Express is
configured to check for email *and* to disconnect afterwards, it could be
toggling the Work Offline setting.
You might also want to check the properties of your ISP connection. Change
the "disconnect if idle" setting to a greater number or to "never."
