The access is controlled by IIS and the type of authentication set in it
Try setting your permissions in the IIC MMC
- try a IIS newsgroup to see what (if any permissions) remove all authentication from the server
FTP allows anonymous (and authenticated)
PS
A test PC w/ IIS running is a server which can be accessed from the outside world if the PC is connected to the internet
- running IIS w/o a password is begging for a "friendly" hacker to come along

| See the question is simple, if the underlying OS allows me to have
| users with no passwords, why can't FrontPage allow so? It is perfectly
| fine to disallow it by default. However, there has to be some way to
| enable it by tweaking some FP setting.
