For the last week or so I have ben unable to connect to my ISP's SMTP
server. I can connect to the POP3 server with no problem but it seems
to time out trying to connect to the SMTP server. I have tried this
with two different ISP's: one a DSL and the other a dialup (I have the
DSL shut off when I connect to the dialup). I am only trying to the
SMTP server that belongs to the ISP I am logged on to. The problem
occurs whether I use Eudora or Outlook Express

Any ideas?

Contact Them?
Make sure your settings are correct with those they likely give on some
"help" web page (ports, etc.)

The settings are correct. It is not unique to a single ISP which is
why I think that it is something on my system. I have contacted
verizon and they said the settings were correct.

It is posisble I need to do a repair install of Windows?
