connecting to remote database without using database links

hi
i m just trying to connect to another database from proceudres i
m not able to connect using databaselinks since i have no create
sessions or connect grants on the remote database becos of
security reasons i m not finding a way to connect and insert
into remote database ,(CAN NE ONE HELP ME FROM THIS)
