Can anyone point me to a link on how to implement connections with a phone
card using .Net CF?

Please be more specific about what you mean by "phone card". A PCMCIA card
that is a modem? A GSM PCMCIA card? What, exactly?

If you just want to dial/drop an internet connection you can use the
ConnectionManager (see OpenNETCF.org for this).
