Ok. #10 shows it’s an RPC/HTTP account. The problem is that you are trying
to set it up outside the network - which is often problematic and
occasionally very slow.
If the server name (sdc-mbx-01.exchange.washington.edu) is not exposed in
public DNS, you need to create a hosts entry with the public IP address so
outlook knows where to look for it. When I ping the url in proxy settings
(exchange.washington.edu) I get 140.142.17.16 as the IP - so add that IP to
the hosts. To do this, paste
C:\Windows\System32\drivers\etc
in the address bar in windows explorer or start search field in Vista. Open
the Hosts file with notepad. Enter (or paste)
140.142.17.16 sdc-mbx-01.exchange.washington.edu
into it, under the last entry.
Once the account is working it should work without the hosts, but for some
reason outlook doesn't always find the server the first time.
