Sounds like you are are missing at least one of your FSMOs - the RID
(relative ID) master. Did you decommission any of your DCs lately?
You may also have other FSMOs that are missing. Check and make sure
all FSMOs are there.
To set up another DC as the RID master, you need to
seize the RID Master role. Check the following:
