If you install software for your camera before you attach the camera to
your computer, then when you attach the camera, your camera software
will open and offer you these options.
If you do not install your camera software, then XP treats your camera
like a removeable disk drive and might offer you options on how to
display the files and folders, but won't offer you options like editing
the photos.
If your experience started out as the first and became the second, then
I suspect that either your camera software was removed or the
association was damaged. In either event, reinstalling the camera
software would be the first thing to try.
