I have some tapes and have connected the tape output to the soundboard
input.
When I play the tape I can very nicely hear everything via the separate
computer speakers as I turn on the tapeplayback.

Is there a way to capture that to a harddrive and then burn it to a CD?

Is there a way I can see on the computer the tapeoutput?

Or do I need an analog to digital converter and where do I get those?

Certainly. You need to use a sound recording application on your computer.
Windows already comes with a bare bones unit called "Sound Recorder", but
you might want to get something a little bit more advanced.

I would suggest starting out with Audacity; it is an open source
application, is free, easy to use, and does a good basic job at recording:

Audacity is a good option, but if you want a pro software, go for
Wavelab. Only if you have money to spend of course, but if you plan
to use it often then it's a great buy.

Audigrabber has a very good simple in-built feature to record from any
audio-in source. If you have an mp3 encoder program, you can tell
Audiograbber where it is so then you can put your tape source directly into
mp3.
