A dial-up modem?
his is usually a function of your local telephone line, and the noise
that's on it. There is usually little or nothing that you can do about
it locally. When I last used a dial-up modem (56K), despite all my
efforts, I never got above 28.8, and usually only 26.4. Sometimes it
wasn't even that good.
You can try calling your local telephone company and asking them to
troubleshoot the line, but be prepared for the possibility that they
will tell you is that all they promise is voice service on a
voice-grade line.
