how to connect a client-side scanner from TS application ?

If you plugged it into the server directly then you could
use it through terminal services.

There are also a few IP-based devices out there that
connect to your scanner. Those devices allow you to
connect to the scanner across a network by using an IP
address. Then again, this might not be worth it in your
case.
