Confused about "force new page"

I have a report with two groups, class and student. I want a new page to
start for each class and for each student, but only if they are not the
first student in a class. If I put "force new page - before section" for
the student group, it leaves the header information for the class standing
alone on a page. I expect there's a simple solution, since this is such a
common report situation. But I'm new at reports in Access.

Try adding group footer for Student and setting the force new page after (or
before) the group footer. You can set the height of the group footer to zero
if you wish.
