Conflicting Meeting Request are not declined

I'm setting up Resource Calendars and I DO have
the "Automatically Decline Meeting Requests"
enabled/checked, but I'm able to schedule conflicting
meetings.
Any ideas?

I'm using Outlook 2003 and 2002 on Exchange 2000.
