'conflict' in Publish Web

No error messages.

I keep getting a 'conflict' with some pages when I try to publish. What does
'conflict' mean? If I have done something wrong how can I find out what it
is? I check folders, hyperlinks, navigation, component errors, image names,
and nothing in any of these shows anything wrong. I have asked the server
for help, but they cannot understand it either. The server supports FP2002.
In the past, I have fixed it by trial and error. This time I can't. I only
have three pages and am trying to add a fourth, which, ironically, is the
only one which passes the 'conflict' test. I would be grateful for help.
