Not sure if this is remotely related, but I found this information helpful a couple years ago with some network delay issues on Win2K machines.
I've never experienced this with Win XP machines.

NOTE that the registry tweak done by the download they offer can be done manually. I'm not comfortable running unknown executables, and I could not find a review of this one on ZDNet, so while it may be safe, use at your own risk.
