Configuring windows sizes

This is a minor question but it is an irksome detail that
I've wanted to resolve for some time. How does Windows
determine the size of the Window that it is going to
open? Can this be adjusted/set? For example, I can open
a Window at a given time and it and it is very small,
perhaps long and narrow. Other times it will occupy
almost the whole screen. There seems to be no rhyme or
reason to the Window size and I cannot figure how to
configure it so that Windows open in a consistent size. I
am running Windows XP. Can anybody help?

Open the window then drag it to the top left corner of the screen. Resize
the window by dragging the bottom right corner of the window to the bottom
right corner of the screen. Open File and click either EXIT or CLOSE

Only if you want to give details. Programs set their own size.
