Configuring window size

This is a minor question but it is an irksome detail that
I've wanted to resolve for some time. How does Windows
determine the size of the Window that it is going to
open? Can this be adjusted/set? For example, I can open
a Window at a given time and it is very small,
perhaps long and narrow. Other times it will occupy
almost the whole screen. There seems to be no rhyme or
reason to the Window size and I cannot figure how to
configure it so that Windows open in a consistent size. I
am running Windows XP. Can anybody help?

Most Windows programs will open with the same dimensions that were in
use when you closed them. If the window is not remembering size using
the X to close, try using File>Close or File> Exit a few times in a
row.

Note: Internet Explorer is one of the more frustrating programs to
"train." It remembers two sizes: One for the primary window and one
for the secondary window (open in new window, or opened from a
shortcut). The first window can be set using the maximize button. The
second one should be adjusted using the mouse. Be cautious closing
popup windows, close them before your main browser windows or their
size can be adopted by IE. It's not unusual to have to reset the IE
dimensions periodically.
