Configuring TCP/IP for LAN and VPN on one PC

How do you configure a PC running XP Pro to have both a
LAN connection with a 192.168.xxx.xxx address and also a
VPN connection for hosting incoming connections using a
public (WAN) IP address. There is a public address we
have from the ISP and want to configure the PC with it
but am not sure whether we put it in the alternate setup
window or the primary IP address setup window.
